Master plan
Five districts, one city.
Novaterra is planned like a small city, not a row of estates. Each district has a job, and all five share one power grid, one water plant, one fibre ring and one resident app.

The plan
Tap a district on the plan
The ring road carries the shuttle loop and the service vehicles, so the streets inside each district stay quiet and walkable.
Select a district
Everything is within 15 minutes on foot
From the far end of Greenway to the Marina promenade is a 15 minute walk, or a four minute shuttle ride. Choose a district on the plan to see what is there.

01 · Frame rising, level 12 of 38
Skyline
Skyline is where Novaterra goes up. Three residential towers and a hotel stand around a shaded podium of shops, a gym and a rooftop garden. Every apartment faces either the lagoon or the central park, and every floor runs on the same quiet, 24-hour power as the rest of the city.
- Lumen Residences, 1 to 3 bed apartments
- The Skyline Penthouses on the top four floors
- A 160-room hotel with a lagoon terrace
- A podium of cafes, a pharmacy and a supermarket
02 · Two office blocks topped out
Circuit
Circuit is built for work that never waits for NEPA. Grade A offices, small studio suites and a shared workspace sit on the fibre ring, with a backed-up data hall next door. It is a ten-minute walk from Skyline under shaded colonnades, so most people who live in Novaterra never need to drive to the office.
- Grade A office floors from 450 sqm
- Studio offices from 40 sqm
- A shared workspace with day passes
- A backed-up data hall for local firms
03 · First 60 terraces roofed
Greenway
Greenway is the quiet side of Novaterra. Four-bedroom terraces line a long park with a running loop, play areas and a canal that holds stormwater in the rainy season. A primary school, a nursery and a family clinic sit at the park's two ends, so the school run is a walk, not a drive through Falomo traffic.
- Greenway Terraces, 4 bedrooms with a garden
- A primary school and a nursery
- A family clinic and pharmacy
- A 1.2 km park with a running loop
04 · Market hall roof complete
Civic Square
Civic Square is where the city meets. A covered market hall for fresh food and local makers, an events lawn for weekend concerts, a chapel and a prayer room, a library and the transit hub where the shuttle and the water taxi meet. A few apartments sit above the shops for people who like to be in the middle of things.
- A covered market hall with 180 stalls
- An events lawn for 3,000 people
- The shuttle and water taxi hub
- A library and a community hall
05 · Sea wall and promenade 70% done
The Marina
The Marina is the lagoon edge of Novaterra. Forty-eight villas sit on raised plinths behind a new sea wall, each with a private jetty berth. In front of them runs a public promenade with a boat club, restaurants and a 2 km lagoon walk that anyone in the city can enjoy at sunset.
- Marina Villas, 5 bedrooms on the water
- A private berth with every villa
- A boat club and a water taxi stop
- A 2 km public lagoon walk

Questions
About the districts
Can I live in one district and work in another?
Yes, and that is the idea. Most homes are within a 10 minute walk of Circuit, and the shuttle loop stops in every district.
Are the districts gated from each other?
No. The whole city sits inside one secure boundary, and you move freely between districts. Individual buildings have their own access control.
Which district finishes first?
Civic Square opens in late 2026, and the first Greenway terraces hand over in early 2027. Skyline, the tallest, finishes last in late 2027.
Will there be more districts?
The 48 hectare master plan is fixed. Any future phase would be a separate development, and buyers here would be told first.
Next step
See the districts from the ground.
A guided site walk takes about 90 minutes and finishes at the sales gallery with the model.
